Making a Country More Entrepreneurial: Policy Choices and Implications For Jamaica

This article draws upon the author's experience in acting as an advisor to governments, in high and middle income countries, on issues relating to small firms, SMEs, self-employment and entrepreneurship. Governments in these countries believe that more entrepreneurial or enterprising economies will create more jobs and wealth than less enterprising economies. They also assume that governments can take actions that will either stimulate or stifle enterprise and, for these reasons, they wish to hear about the experience of where such policies have been introduced.
