David Kilcullen's book (as he himself admits) is a smorgasbord mix of theory, practical policy advocacy, first-hand insights, and secondary readings of conflicts with which he is not intimately familiar - all aiming in a cumulative way to explain the panoply of current 'conflicts' in today's world (insurgencies, 'small intelligence, redeployment of smaller troop units into villages, and more comprehensive development-orientated operations, with greater civilian administrative input (through the revived Southern Border Provinces Administrative Centre, or SBPAC) contributed to more effective cordon-sweep operations (targeting individuals, not villages, as previously) and a reduction in the intensity of insurgent attacks.
