The International Labour Organization (ILO) took a significant step towards this in September but much work remains to be done before a wide range of maritime standards adopted since the 1920s are finally consolidated and updated in a single, modern document. Many of the outstanding issues that need to be resolved before the new labour standard can be finally agreed were discussed at a Preparatory Technical Maritime Conference (PTMC) in September, which was attended by 551 delegates representing governments, shipowners and seafarers from 88 countries. Two weeks of intense discussions on the new labour standard failed to resolve all of the outstanding issues, but the draft Convention is still - just - on course to be presented for adoption by the Maritime Session of the International Labour Conference at the beginning of 2006. Delegates to the Conference worked to combine elements of all relevant standards approved in the framework of the ILO, including 30 Conventions, 29 Recommendations and one Protocol.
