The International Tribunal for the Law of the Sea is an independent judicial body established by the Convention to adjudicate disputes arising out of the interpretation and application of the Convention. It consists of 21 independent elected members with the highest reputations for fairness and integrity and of recognised competence in the field of the law of the sea. In this article, Brian Williamson suggests that application to the Tribunal could have saved the master of the Prestige from three years' detention.
