The diverse purposes of classification societies and flag state administrations, and how they serve the shipping industry, is often obscure, even to old hands. In fact, why either class or flag exists, and what each does, is often misunderstood - or not fully understood. This is because both class and flag administration have multiple and overlapping functions.
