The article presents an interview with William R. Merz, Vice admiral. When asked about the challenges to build up ships, he refers to the workforce both in the private side and public side. He expresses the views on sailors and shipyard workers needed to maintain ships. He comments on the submarine force levels that are the most difficult part of expansion of the Navy.
