New Council Chartered in Romania

The new Romania Council was chartered by Navy League National President James H. Offutt on May 23 in Constanza, Romania. Offutt was assisted by Navy League European Region President Nicholas Hayes. Teodor Patrichi was installed as the first council president and Ecaterina Patrichi, council secretary. Patrichi recognized the "Five Founders" during the ceremony: Bogdan Idu, general manager, Octogon Shipping; Felix Stroe, president, RAJA Corp.; Serban Berescu, deputy manager, Romanian Naval Authority; Gabriel Comanescu, chief executive officer, GSP (Grup Servicii Petroliere) Corp.; and himself. Also addressing the participants and media representatives were: Stroe; Duane Butcher, U.S. Embassy charge d'affaires; and Iulian Fota, national security adviser for Romania, according to a report from William Waylett, Navy League senior director of Regional Activities.
