I have managed the day-to-day operations of this 15-agency committee since March 2013. We are tasked with coordinating a comprehensive program of oil pollution research, technology development and demonstration among the federal agencies. I organize meetings, am responsible for preparing the biannual reports to Congress and I have been leading the efforts here lately to update their research and technology plan. The committee was formed by the Oil Pollution Act of 1990, and the committee was required to do an oil research and technology plan. There was one done in 1992 and it was revised in 1997, but there have been no revisions to it after that. Over the last couple of years, the committee has been working on revising the plan, and we just got it approved last week [early October].
