The Department of the Navy's Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) program links urgent warfighting requirements with small innovative companies and their technology. While the Navy engages with small businesses all year, the annual Forum for SBIR/STTR Transition, or FST, is the one event when small companies, primes and program managers come together.
