In this very broad area of evaluation we have at least six different actors: parliaments, governments, decision-makers who have responsibilities in the area of science, technology, innovation, analysts, experts who provide indicators, theory builders, All these actors have different responsibilities but, overall, they should be connected to each within the system. The strength of a S&T system is measured by the weakness of the weak link; each actor should therefore contribute to the development of this scientific and innovative process in such a way that decisions are made on a rational basis-whatever we means by rational basis.
