CHALLENGES TO OUTPUT MEASUREMENT IN SCIENCE AND TECHNOLOGY PROGRAMME EVALUATION

We tried to discuss mainly issues related to output measurement and impact measurement which is of course still one of the areas where there are quite a number of limits to the validity of the results. We covered a lot of ground ranging from European to national and even regional level. We looked at metal evaluations, so evaluation of evaluation reports, of procedures which have been conducted at European level as well as at national level, and I think, we came up with quite a number of interesting, analytical insights as well as fundamental considerations concerning good practice in evaluation as each speaker raised a couple of points which I personally considered worth while reporting to you, I will go through these presentations very quickly in order to mention some of the points which, I think, are hopefully of interest to you as well.
