The Eco-Town project, which positions the concept of zero emissions (a concept that aims to reduce waste emissions to zero by reusing all waste produced by a specific industry as raw materials in other fields) as the basis for creating sustainable regional economies, was set up in 1997 with the purpose of implementing advanced and environmentally sustainable town planning by promoting eco-towns as the yardstick for regional development.rnSpecifically, if prefectural and city governments or ordinance-designated cities have drawn up plans that are in keeping with the characteristics of each region (if the plans have been drawn up by municipalities, including some business associations, they must be jointly signed by the prefectural or city government),rnand have had the plans approved by both the Ministry of the Environment and the Ministry of Economy, Trade and Industry, comprehensive and multifaceted assistance will be made available to local public bodies and non-government organizations for projects based on the plans in question.
