Drawing up guidelines for the collection and use of expert advice: the experience of the European Commission

Following a commitment in the WHite Paper on European Governance, the European Commission has adopted a set of principles and guidelines to be used by its departments when collecting and using expert advice for policy making. This paper outlines some of the issues tackled whilst drawing up this new code.
