The current literature on innovation systems can be broadly categorized along three lines: some works try to explain how innovation systems emerge/evolve; others examine how they condition economic development; and yet others try to identify what makes for a 'strong' or 'favourable' innovation system. Very few contributions convincingly span the categories, and Building National and Regional Innovation Systems: Institutions for Economic Development is one of them. Niosi's years of research on innovation systems, industrial organization, science, technology and innovation (STI) policy and technological catch-up reflect throughout the book.
