Cable companies are increasinglypositioned to commit the capital for fibre-to-the-homeservices. Satellite companies could realise dividends viaRDOF subsidies due to investments they have made inbroadband, and the financial wherewithal of terrestrialtelecoms giants is formidable even as some of themdecline to participate in the process.
