Inspections of tankers prior to usingrnthem is not new. As a chief officer in 1979, I recall a visit by an inspector from a well-known oil major prior to a time charter acceptance. The format he used was very clearly the pre-cursor to the current Ship Inspection Report (SIRE) programme, only then it was called a Pre Charter Survey. The current term 'vetting inspection' requires clarification. The inspector is the person who is tasked with physically inspecting the nominated tanker. His or her function is to factually report on the condition and operation of the vessel as observed during the time on board. There are strict guidelines on what should, and more importantly, what should not be done or said, either on board or in the subsequent Vessel Inspection Questionnaire (VIQ) report.
