A report into pilotage in the Great Barrier Reef by the Australian Transport Safety Bureau released late last year found system failures, pilot fatigue, and poor training and incident reporting. With shipping into Australia's coal ports of Abbot Point, Alma, Gladstone, and Hay Point on a dramatic upward trajectory, a solution was needed.
