States 'failing' shipping on SAR

The shipping industry continues to lobby state authorities to offer greater assistance to ships involved in large-scale refugee rescues in the Mediterranean and southeast Asia. The International Chamber of Shipping (ICS), which has just released an updated version of its Guidelines on Large Scale Rescue Operations at Sea, said the ongoing situation is evidence of the "continuing failure [of governments] to provide adequate state-backed rescue resources, as required by international law".
