Regulation should be an exact science, says ICS

The International Chamber of Shipping wants to end the practice of developing regulations in reaction to accidents, replacing it with a pre-emptive approach based on "scientific analysis" of accident data. ICS technical director Alistair Hull told IHS Safety at Sea that governments, international regulators, and particularly the shipping industry were keen to move forward with legislation based more directly on actual "hard data" analysis. "Now, with modern analysis tools, computer modelling, and simulations, we need to be doing more analysis and getting the regulations right to prevent and mitigate against accidents when they happen rather than reacting afterwards," he said.
