The Russian Industry and Trade Ministry has begun developing a draft bill that would authorise operations of unmanned ships around Russian territorial waters. The draft bill should introduce amendments to some legal acts, including the Russian Merchant Marine Code, so that Russian shipping companies could employ unmanned ships, the government said in a statement on 5 February 2020. The ministry said it would hold consultations on the new bill until 18 February 2020. The new law was slated to come into force no later than March 2021. The Russian government is rushing to adopt a legal framework for unmanned ships as Russian shipyards are starting to build autonomous vessels.
