When general mobilization was launched on July 17, 1941, the Russian Army called up about 45,000 commissioned officers and 3 million personnel of other ranks from the reserve, and activated second-line forces comprising 35 infantry divisions and 150 reserve battalions. In the first six months of the Great Patriotic War - from general mobilization on June 22, 1941, through December of that year - the regular Army was beefed up with 291 divisions and almost a hundred brigades. To man them, over 650,000 reserve commissioned officers, or 74% of the total, were called up for active duty. Given the huge losses being suffered by the Red Army on all fronts, commanders were in short supply. Urgent steps were taken to begin mass training.
