A Foreign Policy for President Yushchenko: Tough Constraints, Hard Choices

The events that have come to be known as the Orange Revolution have transformed the art of the possible in Europe and Eurasia. They also mark a rite of passage for a people prone to fatalism about political authority and a country prone to fatalism about its geopolitical options. For all that has changed, it is highly unlikely that Ukraine will be able to reinvent its geopolitical surroundings. With good reason, the foreign policy of the 'new Ukraine' is already taking account of four traditional constraints.
