DfT proposes changes to Highway Code

The Department for Transport is currently consulting on a review of The Highway Code to improve road safety for vulnerable road users. Three main changes are being proposed through this consultation: 1. The introduction of a hierarchy of road users This will put the onus of responsibility onto HGV and PSV, then van, minibus, car drivers, and finally motorcyclists. The RHA believes these proposals will see drivers of the largest vehicles have the greatest responsibility. The intention is to reduce the danger or threat large vehicles may pose to others. However, the RHA considers that it will entirely remove the responsibility of cyclists, pedestrians and other road users to take responsibility for their own actions. Particularly in the event of a civil, or criminal court hearing following a collision.
