More than 65,000 vehicles travel on the Pennsylvania S.R. 309, Fort Washington Expressway in Montgomery County, Pa., daily. This expressway was constructed in the late 1950s as the best in highways at the time. However, traffic has grown exponentially, and design standards have improved. In 1998, the Pennsylvania Department of Transportation announced a $350 million project to rehabilitate the Fort Washington Expressway. Gannett Fleming was selected for preliminary engineering for 10 miles and final design for four miles of the expressway, including the interchange with the Pennsylvania Turnpike. Gannett Fleming also prepared a categorical exclusion evaluation, which included noise studies and an evaluation of impacts on archaeological, cultural and historic resources; wetlands; threatened and endangered species; public parklands; and Section 4(f) resources. The traffic management plan was key to the success of the project.
