Although light-rail transit systems are not included in a 2008 federal law mandating positive train control (PTC) adoption, the Massachusetts Bay Transportation Authority (MBTA) plans to retrofit its Green Line with the safety system, providing a model for systems nationwide. At 200,000 passengers each day, Boston's Green Line is the highest-capacity light-rail system in the country. Its owner, the MBTA, also wants to make it one of the safest. Safety is the top priority for the MBTAs board of directors, as well as former general manager and now secretary and chief executive officer for the Massachusetts Department of Transportation, Richard Davey. The Green Line has been the site of two high-profile accidents in recent years.
