Whether it's tiny budgets, small departments or geographically-dispersed populations, many of the challenges facing recycling programs in small communities can be vastly different than those facing those in big cities. In June 1993, the magazine published a look at four rural communities that recovered more than 40 percent of household waste streams: Bowdoinham, Maine (population: 2,189); Fennimore, Wisconsin (population: 2,378); La Crescent, Minnesota (population: 4,305); and Peterborough, New Hampshire (5,239).
