Developing recycling in developing economies

In my December 2013 column, "Keeping an eye on Europe," I used the phrase "Think globally, act locally" as the basis for my discussion on why we should be interested in the state of recycling in regions outside just the U.S. and Canada. I'm going to dip in that well again and expand upon the meaning of "think globally." Usually, the phrase expresses a concern for how our actions are affecting the global environment either through our demand for energy and materials or as a consequence of using them. However, the idea can also extend to the ways individual actions throughout the world, particularly in developing economies, can contribute to the overall health of the global environment.
