Long before the recent high-profile battles over plastic bag bans, communities in the U.S. were struggling to implement plastic film collection efforts through curbside programs. Some were doing it - and on a large scale, as in the case of San Jose, California - but they were plagued by the same issues that MRF operators face today: difficulty in sorting and bags and films gumming up equipment.
