Court Blocks Implementation of Ordinance Aimed at Landlords Who Rent to Illegal Aliens

In Garrett v. City of Escondido, 465 F. Supp. 2d 1043 (S.D. Cal. 2006), Roy Garrett, Mary Garrett, and the Escondido Human Rights Committee (EHRC) (collectively "Plaintiffs") applied for a temporary restraining order (TRO) to stop the City ofEscondido (Defendant) from implementing and/or enforcing Ordinance No. 2006-38 R, Chapter 16E of the Escondido Municipal Code. The San Diego Apartment Association, the California Apartment Association, and the National Apartment Association (collectively "Apartment Associations") requested leave to file an amicus brief with the Court in support of Plaintiff's TRO application.
