In 1998, the Transportation Equity Act for the 21st Century went into effect. Designed as a successor to the ISTEA program, TEA-21 is a legislative spending package that authorizes federal surface transportation programs for highways, highway safety and transit for the six-year period of 1998-2003. TEA-21 includes programs you are familiar with, such as TIFIA and RRIF.
