The TINA process

The European Union's fundamental objectives of creating a single internal market and of establishing the most uniform possible economic and social conditions throughout the EU will be impossible without efficient energy transmission, telecommunications and transport networks. For western Europe plans therefore include the development of TransEuropean networks (TEN) derived from the master plan for a European highspeed rail network. The Maastricht Treaty specifically refers to the creation of the TEN as one of the principal instruments for achieving the goals of the European Union.
