While some transport policy objectives are controversial, others, such as the fluidity of urban transport or the control of the impact of transport on the environment, seem to enjoy general support. Other goals which appear reasonable include the recovery of rail freight since the drawbacks of an excessive expansion of road haulage are becoming increasingly clear.
