Network Rail heads for ￡2bn overspend

In the latest edition of Network Rail Monitor published on August 28, ORR says that forecast NR expenditure in 2008-09, the final year of Control Period 3, will be ￡2.13bn above the figure set by the Access Charge Review 2003 determination. Table 1 (right) shows the breakdown of this overspend. ORR notes that the West Coast Route Modernisation overspend of ￡599m is due to delays to delivery and the increase in the final cost of the programme since the ACR 2003 determination was made. Within non-WCRM renewals, the second largest contributor to the increase is NR's revised approach to possessions planning known as Efficient Engineering Access.
