Giving the TOC perspective on electrification to the 'Choosing Sustainable Power' seminar on April 15, consultant Chris Stokes said that while the 2007 report by WS Atkins for RSSB demonstrated an economic case for electrifying the Midland Main Line and parts of the Great Western Main Line it had a number of shortcomings. In particular, it understated reduced rolling stock costs and other benefits and did not consider incremental schemes or alternative service patterns. Atkins used an installation cost of £550 000 to £650 000 per single track-km and Network Rail has already challenged the supply industry to reduce this figure within the context of a rolling electrification programme. Stokes pointed out that disruption costs are a significant element of total costs, making 'streamlined high-output installation' essential in addition to reduced capital cost.
