Longer franchises are key to investment

A key element in ATOC's six-point plan for franchise reform (right) is making franchise terms longer, as Chief Executive Michael Roberts told a conference discussing the challenges of CP5 on November 19. Referring to c2c, Chiltern and Merseyrail (below), he pointed out that 'the three TOCs with the highest scores on performance and passenger satisfaction today have franchises of 15 years or more'.
