Eurostar's clandestine procurement surprises industry

That the selection in June 2010 of Siemens as preferred bidder to supply 10 high-speed trainsets to Eurostar (p8) did not become public until the contract was due to be signed at the beginning of this month highlights the clandestine nature of the procurement process. Surprised industry insiders noted that Eurostar had not published an OJEU notice, an unprecedented omission given the reported contract value of around €600m.
