While nothing has been announced officially, growing alarm was expressed at the Rail Freight Group's annual policy meeting on September 15 over the consequences of breaking up Network Rail. The two candidate structures that seem to be emerging are creating around six semi-autonomous 'regions' to manage the infrastructure (RB1374 p1), or vertical integration on a trial basis at Merseyrail, ScotRail, the Greater Anglia franchise and possibly South West Trains.
