Transport Minister Theresa Villiers tried to be positive at the Rail Freight 2010 conference when she attempted to outline how new terminals would secure planning permission under the coalition government's policy of 'localism'.rn'In taking forward reforms to the planning system we will bear in mind the importance of delivering rail freight projects', she promised. 'We are committed to abolishing the Infrastructure Planning Commission but we will replace it with an efficient and democratically accountable alternative'.
