ATOC criticises franchise reform proposals

In its response to government proposals to reform franchising, the Association of Train Operating Companies said on April 1 that they 'fall well short of what is needed and in some cases represent a backwards step'. The changes would 'do little to improve services for passengers and miss an opportunity to reduce the burden on taxpayers'.
