NR failing to deliver on performance

A strong theme in ORR's Network Rail Monitor for Quarter 2 of 2011 -12, published on December 7, is NR's likely failure to deliver the performance requirements set out in the 2008 Periodic Review for CP4. The MAA PPM for Long-Dis-tance TOCs at the end of Period 7 last October was 87·0% and falling, against a target of 90·9% to be achieved by March 31 2012. For Scotland it was 88·5% against a target of 91·7%. ORR says cable theft and other external factors such as extreme winter conditions 'do not explain the extent of the current under-performance'. Also worrying is the fact that while the number of incidents causing delay has fallen, delay per incident has gone up substantially. Hence the MAA delay-min for England and Wales which are supposed to be down to 5·43 million by March 31 2012 and 4·98 million at the end of CP4 were actually 7·2 million and rising as at October 2011.
