ORR defers decision on 'complex' freight charges

A decision by ORR on its proposals for certain freight commodities to cover their avoidable track access costs has been put back by a month. Issued in May this year, the ORR consultation document outlined proposals for the variable usage charge including a potential freight-specific charge to be levied on operators in CP5 (RB1415 pi).
