ORR confirms Network Rail incentives for CP5

On May 2 ORR published Network Rail's financial and incentive framework for Control Period 5. This sets out ORR's conclusions following consultation during 2011, in particular on competition and incentives (RB1405 p7).While still seeking to understand the potential efficiency savings identified in Sir Roy McNulty's Rail Value for Money Study (RB1409 p3), ORR says it will 'play its part in encouraging Network Rail to achieve them'. In addition to scrutiny of NR expenditure to ensure this is set at an efficient level, which is the basic function of the periodic reviews, ORR intends to take a wider industry view during the current Periodic Review 2013.
