No respite for ROSCOs in command paper

Despite the Competition Commission inquiry and the resulting commitments made by the ROSCOs, the command paper published on March 8 makes it clear that DfT remains unhappy with the value for money being provided by train leasing. In the section entitled 'securing savings from rolling stock', DfT refers again to the Competition Commission's conclusion that the leasing market is 'imperfect', because competition is restricted by the limited number of alternative fleets available to operators when bidding for franchises.
