Oyster extension anomalies

DfT's decision to veto First Capital Connect's proposal to extend the validity of TfL Oyster ticketing beyond the Greater London boundary to St Albans, Welwyn Garden City and Hertford North (RB1406 p2) contrasted with a commitment in the new Abellio Greater Anglia franchise to extend Oyster pay as you go to 10 stations on the routes to Shenfield and Hertford East. Announcing this franchise commitment, Transport Minister Theresa Villiers explained that 'we want to make it easier for passengers to use the railways'.
