In a letter to Lords transport spokesman Earl Attlee, Lord Berkeley has offered the government his advice on drafting a successful hybrid bill for the construction and operation of HS2 Phase 1, due to be introduced by the end of this year (RB1442 p4). The Labour peer is able to draw on his experience as Chairman of the Rail Freight Group, as well professional involvement with the Channel Tunnel project. Firstly, Lord Berkeley hoped the government 'will bear in mind issues which were raised in previous bills such as the Channel Tunnel, HS1 and Crossrail, and do all it can to ensure that there is sufficient information available - and at an early stage - to reduce the need for expensive and time-consuming petitions to the bill in parliament'.
