NR review validates TMS procurement

Network Rail's internal review of its procurement process for the Traffic Management System finds that the early exclusion of DeltaRail was justified. The review had been ordered following complaints by the Derby-based company. 1MR had issued an OJEU notice in June 2009 which attracted 62 expressions of interest. The tender was broken down into four functional lots, plus a fifth focusing on systems integration. A two-stage prequalification process reduced the bidders to 12 and then six. This was followed by a request for proposals which resulted in Hitachi, Signalling Solutions Ltd and Thales being shortlisted.
