Originally scheduled for completion in 2018, electrification of the core Trans-Pennine route between Manchester and York has been reported as being deferred by at least two years pending further work on the scope of the project. With this work continuing, DfT is no longer quoting a commissioning date. While Network Rail has been developing the scheme since 2011, TOCs had become increasingly concerned that the scope no longer reflected current operations and aspirations. This mismatch was increased by the government's policy to build the Northern Powerhouse which is heavily dependent on rail upgrades.
