In a written answer given in the House of Commons earlier this month, Transport Minister Claire Perry provided details (right) of DfT spending up to December 2014 on consultancy 'in preparation for the Northern and TransPennine Express franchise competitions'. She was replying to a written question from Labour MP for Wigan Lisa Nandy.
