Limited central functions in new NR structure

According to the Shaw Report, the remaining responsibilities of the central function at Network Rail following devolution to the routes (pi) would be grouped under Central Support and Route Support. What is termed the 'corporate core' would include the NR executive plus the finance, property, corporate communications, legal, corporate ft commercial and human resources functions. Core corporate and group activities would include business strategy, functional policy-making and assurance. Central Support would also have the role of Systems Operator, co-ordinating at national level activities required to optimise the overall use of the network, such as strategy and capacity planning. A Safety, Technical ft Engineering Directorate would act as the Technical Authority with functions including policies, standards, new technology, benchmarking and competency frameworks. Route Support would take over a number of current common services. Its Route Services Directorate would include the National Supply Chain, Group Business Services and Network Rail Consulting.
