There were the usual howls of indignation after the CQWW Phone contest as a result of contest stations moving into those parts of the bands normally reserved for CW and datamodes activity. I suspect the much bigger problem we face, though, is that for much of the time our HF bands are the RF equivalent of the Marie Celeste. It's not a lack of HF equipment. The UK retailers tell us that new radios like the FT-2000 are flying off the shelves. But it seems that most amateurs are content to leave the radio idling until a contest comes along or until a spot for DX appears on the Cluster network. At that point the bands come alive.
